Aunque se discutió la opción de que cada grupo tuviera tres equipos, finalmente se mantendrán cuatro selecciones en cada zona, lo que garantiza una mayor competencia y emoción. Además, clasificarán los dos primeros y ocho mejores terceros.
La FIFA decidirá en su próximo Consejo en Ruanda que habrá 12 grupos con cuatro selecciones cada uno, y clasificarán los dos mejores de cada grupo. También se discutirá la opción de hacer los partidos por zonas, distribuyéndolos en Costa Oeste y Este para que las selecciones no tengan que hacer grandes desplazamientos.
